Nomination Title: Elham Ahli, Director of Ideas and Innovation Center

Describe for the judges the activities and accomplishments of the nominated woman since the beginning of July last year (up to 525 words):

Director/ Elham Ahli demonstrates innovative planning & organizational skills, where she developed the operational plans of Suggestion Center & linked them to the strategy of Dubai Police. She annually saves (35,397 USD), in addition to hundreds of electronic devices by collaborating with sponsors for the annual Suggestions Honoring Ceremony, such as, National Bank of Dubai, Dubai e-Government and Emirates Transport. Furthermore, she introduced a new innovation courses in human resources system at Dubai Police, such as, “Understanding Business Planning, Innovation Management, & Marketing Consultant” in 2013. She introduced a form for team suggestions in the electronic system, where the number of team suggestions reached +2000 & increased the percentage of satisfaction of participants in the suggestions system to 86 % during 2013. Moreover, she linked the suggestions system with the administrative processes system at the level of 30 departments and organizational units to facilitate the access of concerned parties to suggestions & speed their response. She qualified & trained 390 employees at the level of the country on ideas system.

She models & values employee involvement, where she conducted 60 field visits at 30 organizational units to obtain their feedback about the system and workflow. She annually enrolls her employees (Employees of Ideas & Innovation Center) in training courses concerned with innovation, such as, Evaluator of Suggestions Systems, and Generation of Ideas Workshops.

She demonstrates program promotions and recognition activities, where she developed a marketing plan for suggestions system at internal/external level and activated the suggestion scheme in the department, which is reflected in the increasing number of suggestions from 1606 in 2000 to 23404 in 2013.

Director/ Elham demonstrates exceptional customer service to the employees by continuous communication and supervision, where she linked suggestions scheme with her Personal Mobile. She offers excellent customer service through field visits to introduce the notion of suggestion scheme, such as, a field visit to inmates of penal institutions). Moreover, she introduced suggestions scheme in the curriculum of Dubai Police Academy and provides the suggestion scheme in all possible channels via intranet, internet, and others.

Director/ Elham Ahli continuously sends positive message about the program by organizing Annual Honoring Ceremonies to recognize the owners of applied suggestions and executors of these ideas. She conducted so far (11) ceremonies until July, 2014. She developed & applied the financial regulation of the suggestions system and tangible, intangible incentives. She presented Dubai Police practices of Ideas and Innovation at Center of Ideas in the World Organization of Intellectual Property Rights in Lebanon, Ministry of Justice and Port Authority of Ajman, etc. Furthermore, she implemented suggestions program at the level of Ministry of Interior.

She effectively contributed in the saving of high sums of money to the department amounted to 8, 229,941USD, through her efforts to follow-up suggestions in the past years and recognition of owners of suggestions with financial benefits. Furthermore, she saved an amount of (272,290.00 USD) by the use of internal capabilities instead of using external expertise houses.

 Director/ Elham Ahli is the winner of several national & international awards, such as, a winner at Dubai Government Program Award & Ideas America in 2013 & 2014 (Best Suggestion Scheme Administrator.)

Director/ Elham Ahli is Dubai Police representative in Ideas America, Ideas UK, DIB (German Ideas), and Ideas Arabia. She is the Head of Suggestions Project to apply the system at Interior Ministry. She is the President of the Organizing Committee of Excellence in Policing Forum for 4 years.

Director/ Elham Ahli is the Chairman of Finance and Services Committee at the International Symposium of Best Police Practices for 8 years. She is a member of Supreme Committee to study suggestions at the level of Dubai Police General Headquarters.

In addition, she is the Vice-President of Women's Committee in General Department of Total Quality. She is a Member of Excellent Government Department, Institutional Performance Evaluation Ceremony, and Winners/Participants at Dubai Government Excellence ceremony for 3 years.
