  1. Briefly describe the nominated individual: history and past performance (up to 200 words):

    Arlene Maxim is a registered nurse and the senior vice president of clinical services for Axxess. She has been working in positions across the healthcare continuum for more than 40 years. Arlene is sought after for her expertise in home healthcare and the intricacies in regulatory compliance and medical coding that come with delivering quality care in the home. The textbook that Arlene wrote in 2014 to explain the home healthcare survey process is still widely used across the post-acute healthcare sector for training and continuing education.

    Arlene loves what she does and has a passion for service. In addition to running a successful consulting company, she has spent years supporting trade associations and think tanks to further innovation in home healthcare. She is heavily involved with Decision Health, a group providing education and guidance in home healthcare, as a board member for its coding and compliance working group. Arlene also contributes to product roadmap discussions and innovation sessions for Axxess, a home healthcare technology company.

    Arlene also volunteers her time and expertise in board positions with the Association for Homecare and Hospice Coding and Compliance, Cancer Safety Net Foundation, Families Against Narcotics, among others.

    Since July 2022 Arlene has been instrumental in helping clearly and concisely explain the rapidly changing landscape in home healthcare.

    Arlene led the development of training and educational resources centered around a major update to home healthcare patient assessments. The assessments, known by the acronym OASIS, went through a major overhaul that required information in new areas that many nurses were not familiar with at the time. Arlene contributed to her insights to blogs, helped develop an eBook and hosted webinars to help educate and facilitate adoption so nurses could feel empowered.

    At the same time, Arlene also found the time to speak to and educate on another monumental change for home healthcare as it shifts from a fee for service payment model to a model where payment is aligned with quality outcomes. This involves nuances that are not easily distilled but Arlene was able to create a clear message on strategies that organizations can use to guide them to this long-term overhaul. Her efforts were utilized on webinars and during several live presentations at national and state-level association conferences.

    Arlene also launched a regular livestreamed podcast that features her insights and interviews with other home healthcare professionals on relevant topics. In a 2023 episode, she spearheaded a discussion on the critical issue of personal safety for nurses and caregivers working in homes, prompted by the tragic news of a nurse in Connecticut who was killed by a patient.

    Arlene was pivotal to helping nurses understand the ‘why’ behind the major overhaul to the home healthcare patient assessment. The new requirements called for social determinants of health data that nurses had not collected previously and the time to adopt these standards was relatively short so Arlene’s resources were critical to helping manage the change successfully.

    Arlene is recognized across the home healthcare industry for her expertise and is sought after as a speaker. Put another way, Arlene is everywhere with around 20 speaking engagements over the last two years. She brings a depth of knowledge and expertise that organizations recognize and want to have as part of their programs.

    Arlene also recognized the need for personal safety education for nurses who work in the home following the murder of a home nurse in Connecticut. Arlene spoke out on the issue early on with her podcast, she identified a personal safety instructor to help speak at a national conference and she developed an online training course to empower nurses. Safety is critical for Arlene and she saw the need for this type of training in the industry early on and continues to be an advocate.
