Indosat Ooredoo Hutchison (IOH) launched Shehacks in 2020 as part of its corporate social responsibility (CSR) initiatives to tackle the gender disparity in Indonesia's tech sector, a gap worsened by the COVID-19 pandemic. The pandemic led to widespread job losses, particularly affecting women. With women comprising 64% of the country's small and medium-sized enterprise (SME) owners, they are vital to Indonesia's economy.
A 2021 study revealed that women-led startups received only 2.3% of global venture capital funding in 2020 (Crunchbase, 2021). Additionally, the Angel Investment Network Indonesia reported that only 20% of impact investments in 2020 went to women-led businesses in Indonesia (AINI, 2021). These figures underscore the systemic barriers women face in securing financial support, compounded by societal expectations, regulatory constraints, and unpaid care responsibilities. In response to this need for greater support, IOH created Shehacks, a program designed to provide a comprehensive support network for women-led tech startups. The primary goal of this program is to promote economic development and social advancement by fostering economic growth and social progress.

Shehacks was meticulously planned with clear objectives to tackle the unique challenges faced by women entrepreneurs. Initially, in 2022, the program focused on the top 10 ideation startups and MVP (Minimum Viable Product) startup applicants, conducting all activities online. In 2023, as COVID-19 restrictions eased, the program expanded to include SMEs, collaborating with the Ministry of Creative Economy and Tourism for practical training sessions in prioritized destinations like Labuan Bajo and Magelang. These sessions utilized an adapted Startup Weekend module, emphasizing business model canvas and pitching. The success of these pilots led to further expansion to five additional regions. Strategic partnerships with Austrade and UN Women were pursued to increase reach and impact. Training was tailored for different stages: aspiring entrepreneurs (ideation stage) engaged in self-paced classes, established SMEs participated in offline workshops, and tech startups entered pitching competitions for future development opportunities.

Since July 2022, Shehacks has significantly empowered women entrepreneurs in Indonesia. The program's reach expanded, engaging over 17,000 participants by 2023, with 9,000 joining in 2023 alone. Shehacks nurtured numerous successful startups, including donASI, which focuses on improving breastfeeding rates. Key partnerships with UN Women, Austrade, and KUMPUL.ID amplified the program's impact, providing participants with access to global networks, mentorship, funding opportunities, and international exposure. Shehacks continued to offer small grants to winning startups, providing crucial seed capital. The program supported diverse startups across various sectors, including technology, education, healthcare, e-commerce, sustainability, and agriculture. Many of these startups prioritize social impact alongside commercial success, addressing challenges like healthcare access, food waste, education inequality, and environmental concerns. Shehacks' inclusivity allowed nurturing of ideas from inception to scaling, fostering solutions that create positive change in society.
