    PDAM (local municipal waterworks) responsibles for the distribution of clean water in Indonesia, undergoes yearly assessments conducted by the Public Works & Public Housing (PUPR) Ministry. These assessments categorize PDAM into three classifications: Healthy, Unwell, and Sick. One of the key evaluation criteria is Non-Revenue Water (NRW), which holds a weightage of 35%. NRW refers to the water produced and consumed within the system that is lost or unaccounted for, resulting in revenue loss.

    In 2021, the average NRW in Indonesia stood at 33.72%, leading to an annual revenue loss of approximately IDR 9.7 trillion (approx. USD 681 million). The PUPR Ministry has set a target to reduce NRW to 25% by 2024. NRW can arise from various causes, including commercial losses stemming from inaccurate water meters, unrecorded water consumption, errors in water meter readings, data input mistakes, and human errors.

    Telkom has devised a solution to tackle the issue of Non-Revenue Water (NRW) by implementing water meter digitization and automation through IoT sensors. The solution comprises several key components, including:

    1. Cyble Sensor
      This retrofit sensor is installed on water meters to accurately measure water consumption through pulse counting. It incorporates a built-in connectivity module that periodically transmits the pulse data. The Cyble sensor offers an optimal investment due to its numerous benefits.
    2. Connectivity
      To enable seamless communication, the solution employs LoRa-WAN connectivity operating within the frequency range of 920-923 MHz. This network provides extensive coverage and requires low power, making it suitable for IoT devices that generate minimal data. Consequently, communication costs are relatively economical compared to other networks.
    3. Antares Platform
      As an in-house IoT platform developed by Telkom, Antares plays a crucial role in collecting data from various IoT sensors and connectivity networks. This robust platform acts as a centralized hub for receiving and processing data. It facilitates the smooth integration of sensor data into a monitoring dashboard, enhancing overall system efficiency and transparency.

    Results:
    1. Financial:
    a. Since 2021, Telkom has collaborated with around 100 PDAMs, resulting in the successful digitization of 11,300 water connections and generating sales revenue of IDR 6,427 million (approximately USD 452,000).
    b. This implementation has contributed to an additional annual revenue of approximately IDR 3.6 billion (approximately USD 252,000) for each PDAM.
    2. Non-Financial:
    The implementation of the real-time data dashboard has enabled PDAM to effectively identify and address leak points in the field. As a result, the Non-Revenue Water (NRW) percentage has been reduced from 27.2% to 23.7%. This reduction is a significant achievement considering the challenges involved in reducing NRW even by 1%.
    3. Potential Impact:
    Telkom holds a substantial market share in Indonesia, serving 388 PDAMs across the country, and has plans to expand its services to the private sector. This initiative aligns with the national strategic agenda set by the PUPR Ministry, aiming to decrease the national average of NRW and increase Telkom's revenue by approximately IDR 2.5 trillion (approximately USD 175.9 million).
    Positive testimonials have been received from users, including PDAM Tangerang, where the solution has provided accurate and real-time consumer consumption data. The automated data transfer to the dashboard has eliminated reading errors and input mistakes made by PDAM officers. Notably, the system detected an anomaly where a customer received high bills despite low usage. Through the dashboard, it was discovered that there was a hidden leak in the water reservoir, which went unnoticed as the water flowed directly into the drainage.
