    Makati Development Corporation (MDC), a wholly-owned subsidiary of property developer Ayala Land, Inc. (ALI), is the leading Engineering, Procurement, Construction, and Construction Management (EPCCM) company in the Philippines. With close to 50 years of operations in the industry, MDC has built a rich portfolio of construction projects in the commercial, residential, industrial, leisure, and infrastructure sectors across Luzon, Visayas, and Mindanao - making it one of the most trusted construction companies in the Philippines.

    In 2017, MDC was granted a Quadruple A Platinum Contractor license by the Philippine Contractors Accreditation Board (PCAB), the implementing agency of the Construction Industry Authority of the Philippines (CIAP).

    Since 2002, MDC has maintained three ISO certifications for Quality, Environmental, and Occupational Health and Safety Management Systems. In 2022, MDC became the first construction company in the Philippines to receive the ISO 19650:2018 Parts 1 and 2 certifications for Building Information Modeling (BIM) Management Systems.

    MDC prides itself on being the Philippine industry leader in implementing best health, safety, and environmental practices and is certified by TUV Nord for ISO 9001, 14001, and 45001.

    MDC measures and reports all work-related incidents using Total Disabling Injury Frequency Rate (TDIFR) as key metric documenting fatalities, permanently disabling injuries, and lost time injuries. TDIFR calculation combines workhours of the entire MDC Group, including construction workforce of subcontractors and cooperatives across all projects.

    Facing a significant increase in workforce and construction activities in 2021, further aggravated by the pandemic, MDC implemented improvements in its health and safety program to prevent injuries and illness. A detailed incident analysis was conducted, going back to 2019, wherein the most common reoccurring incidents were identified. The results were transformed into the MDC Zero Incident program consisting of six zero sub-programs:

    1. Zero Falling Objects Incident
    2. Zero Fall from Height Incident
    3. Zero Eye Incident
    4. Zero Protruding Nail Incident
    5. Zero Formworks Incident
    6. Zero Crane Incident

    Each sub-program focuses on risk management and hazard control measures aligned with the Hierarchy of Controls. The program also determines clear implementation responsibility, training needs for effective roll-out, and compliance metrics for effectiveness.

    MDC logged a significant TDIFR reduction after implementation, from 0.14 in 2020 to 0.11 in 2021, and 0.03 in 2022. The total incidents for all six zero programs also saw a significant reduction in 2022, with 102 projects achieving one million safe person hours or more.

    The Zero Programs approach focuses on elimination, substitution, and engineering on top of the use of personal protective equipment and safety trainings. An example is the installation of perimeter protection on the active floor of high-rise projects preventing both personnel and objects from falling, in addition to the use of safety harness and lanyards for those working at heights. Another example is the use of screws as substitute for concrete nails to attach form ply, reducing many eye injuries.

    MDC regularly compares its TDIFR performance, equivalent to LTIFR, against its local and international peers wherein MDC has consistently been comparable or better. Another key contributor of the overall performance improvement process is the introduction of the Internal EHS Management System Audit which enables MDC to regularly assess performance, address gaps, and determine key areas for improvement.

    MDC’s Safety and Quality Training Organization provides trainings for employees and external organizations, while the Construction Medical and Health Services team composed of 202 licensed physicians, dentists, and nurses, and the MDC COVID-19 Taskforce, safeguards employee health and wellness.

    MDC garnered 124 awards from the Safety Organization of the Philippines and the Department of Labor and Employment from 2021 to 2023.
