Nomination Title: Devina Sibal and the Quality Managements Team

Hilton Software is the prime contractor for the Department of Defense Aeronautical Mobile Application and the United States Department of Transportation having won awards totaling over $50 million from the National Geospatial-Intelligence Agency.

Hilton Software’s focus has always been and will continue to be high quality and reliable software and data. Anything else will be unacceptable for its products as they are used for the safety of navigation by our Men and Women in Uniform. To achieve this goal, Hilton Software pursued the AS9100D Quality Management certification in record time. Hilton and Devina’s commitment to the AS9100D certification was evident when the Department of Defense audited the company for compliance. The government auditors reported that they learned processes and procedures from Hilton Software and were going to take those ideas and implement some of those ideas in their Intelligence Agency.

Over the last two years, Hilton Software, through the guidance of Hilton and Devina, have implemented an ambitious yet necessary transformation of our data tools, our processes and procedures, improved data validation steps, and importantly have added data quality automation testing to its data generation software. This has led the United States Government to make the following comments about Hilton Software’s commitment to quality:

- “Hilton Software’s team of software engineers, with expertise in GIS, aviation, software design, cloud and mapping services has enabled them to meet and exceed contract requirements.”

-Hilton Software’s team of experts have identified numerous NGA & FAA data and product errors becoming an unexpected additional layer in the NGA quality control process.”

The hard work, focused on the continual improvement of quality, of all at Hilton Software has resulted in the United States Department of Defense referring to Hilton Software as “an unexpected additional layer in the NGA quality control process.”, as mentioned above.

Hilton Software will forever continue our unrelenting passion for quality software and data. Our Quality Management Team of Hilton and Devina continues to impress and set the incredibly high bar we have set for ourselves.

-Hilton Software achieved AS9100D Quality Management certification in record time three years ago and excels further through continual quality management system improvements.
-Reliable data production can only be achieved through well-defined processes and procedures and Devina’s QA Team has been responsible for spearheading this effort at Hilton Software.
-Data Quality Automation has been a new focus within the company and has already improved data delivery through our customers
-Dr. Hilton Goldstein is a strong proponent of status code analysis to preemptively find possible source code irregularities. This is yet another way to improve software and data quality for our customers.
-Data Quality Validation through the use of enhanced data tools can, will and have found ‘needle in the haystack’ data errors in terabytes of world-wide government data. In fact, both the Department of Defense and the Department of Transportation have issued multiple Notices to Airmen contributing to the safety of air navigation.
-Cloud Data Validation is a critical step to ensure reliable data dissemination to the Air Force, Navy, Army, Marines, Government Foreign Partners, and other users. Devina, Hilton, and their teams have worked tirelessly on these validation systems to guarantee the reliability of its cloud-based data dissemination.
