The primary communication goal of the 2003 Annual Report of the U.S. Postal
Service was to enhance the transparency of the reporting of Postal Service
financial information.  This is particularly important as Congress and the
Administration pursue reform of the 34-year-old statute that created the Postal
Service.  A clear understanding of the short- and long-term financial situation of the
nation's postal system is an important part of this conversation.  The secondary
communication goal was to illustrate, through the photo vignettes, the convenience
the Postal Service offers its customers, through both traditional and non-traditional
access channels.
