Parking Data as a Service (PDaaS) is a set of data-based offerings to help cities enhance their parking ecosystem. Through this offering, ParkMobile, the leading provider of smart parking and mobility solutions in North America, uses an analytics tool to provide parking insights to cities. This tool helps the city make better policies by optimizing the parking lots and times that produce the highest profit. The city can also make informed decisions on parking rates and policies.

Our solution showcases parking supply and parking demand by creating a digital sign library with access to all parking space inventories including rules, restrictions, and parking duration in each zone. A city can track the parking inventory in the area at any given time or day, so they are always aware of availability. We can also track the parking demand on every street, monitoring the average parking time and helping the city determine the appropriate pricing and zoning to generate more revenue.

The PDaaS data tool studies six components of a city’s parking ecosystem to determine how to optimize the parking ecosystem.

    1. Parking Inventory determines the restrictions and number of parking spaces in each zone.

    2. Parking Occupancy discovers streets and areas that are most contested, parking search time, and the probability of finding an available space at any given time.

    3. Operational Data tracks a city’s zone pricing, enforcement revenue, and other operational data such as inventory and occupancy.

    4. Our advisory assists cities in understanding the parking data to create short-, mid-, and long-term actions.

    5. We help drivers make informed decisions regarding where to park by providing a prediction of parking difficulty in their destination.

    6. Our SmartHUB feature improves enforcement processes and standardizes all transaction data from digital providers.

The ParkMobile app is a digital payment parking solution, allowing users to pay for a parking session directly from their mobile device. The app has transformed how consumers pay for parking by eliminating the need for loose change and coins and creating an entirely contactless experience. The app accepts all major credit cards, Apple Pay, Google Pay, and PayPal.

  5. If you are providing written answers for your submission, you must provide an answer to this third question: Outline the market performance, critical reception, and customer satisfaction with the product or service to date. State monetary or unit sales figures to date, if possible, and how they compare to expectations or past performance. Provide links to laudatory product or service reviews. Include some customer testimonials, if applicable (up to 350 words):

In August, ParkMobile implemented PDaaS service into a designated area in Downtown Chattanooga, Tennessee, to help manage the city’s parking inventory. The goal of the pilot program was to deliver occupancy and inventory data, which was accessible through a dashboard provided to the city. Through the collection of data, we digitalized the inventory and occupancy data for Chattanooga.

To implement the service, we installed three parking scanners on enforcements’ cars to collect more than 800 hours of occupancy data. The scan car was equipped with a high-precision GPS that collected video data. The data included paid parking areas, free parking areas, loading zones, handicapped parking areas, and electric vehicle charging spaces.

ParkMobile has partnered with the City of Chattanooga since 2011. Since the partnership’s inception, Chattanooga has had over 215,000 ParkMobile users, over 3.3 million transactions, and 332 million total minutes parked with ParkMobile. ParkMobile has digitalize the way residents and guests can pay for parking directly through their mobile device.

“Having partnered with ParkMobile for twelve years, we were honored they chose the City of Chattanooga for their PDaaS pilot," said Brent Matthews, Director of Parking and Special Projects for the Chattanooga Area Regional Area Transportation Authority, (CARTA). “This innovative solution has helped us track our parking data in Downtown Chattanooga and learn more about our city's parking behavior."

In the future, ParkMobile hopes to roll out the PDaaS offering nationwide and continue to modernize the future of parking.

  6. You have the option to answer this final question: Reference any attachments of supporting materials throughout this nomination and how they provide evidence of the claims you have made in this nomination (up to 250 words):

With ParkMobile’s PDaaS platform, the City of Chattanooga can view real-time parking data via a dedicated dashboard to help make better policies. Within the first three months of the pilot, ParkMobile collected initial inventory and occupancy data in Downtown Chattanooga to better understand what was available in the area.

To do so, we installed parking scanners on enforcement vehicles to collect occupancy data. The enforcement vehicles allowed for quick and distributed data collection due to high-precision GPS and video data. We collected inventory data on all public streets in the pilot area.

The inventory data that was collected includes paid parking areas, free parking areas, loading zones, handicapped parking areas, and electric vehicle charging spaces. Within the platform, the city can filter by each of these parking capabilities to better understand the parking spaces in the area. They can also see the total number of parking spots that are likely to be available at any given day and time.
