Nomination Title: Jonathan Goodnight, Technical Lead

1. Tell the story about what this nominee achieved since January 1 2009 (up to 500 words). Focus on specific accomplishments, and relate these accomplishments to past performance or industry norms. Be sure to mention obstacles overcome, innovations or discoveries made, and outcomes:

Jonathan Goodnight develops tailored products for his client at the Department
of Defense—products that facilitate multi-billion dollar acquisitions. For
instance, he recently co-authored the DoD’s Congressional Report on Trusted
Defense Systems—a report that details the DoD’s vulnerabilities in the
microelectronic supply chain for its critical acquisition programs as well as
methods for ensuring trust in commercially supplied microelectronics.
Jonathan also developed a policy analysis tool that depicts the more than 100
acquisition security-related policies to which DoD program managers must
comply. In the electronic version, each policy is hyperlinked to its full-text
for easy access to the information. In addition to aiding program managers,
this tool also shows DoD policy makers the “universe” of policies that they
contribute to when writing new ones. The policy tool has been published by the
Defense Acquisition University, the National Defense Industrial Association,
and the data visualization Web site Infosthetics.com.

Jonathan’s tools and products have greatly helped the DoD protected its trusted
defense systems. In return, the DoD has provided HPTi with a customer-
satisfaction survey score of 9.9 (out of 10) in 2009. In addition to his work
for the client, Jonathan was the first-ever HPTi employee to earn the INCOSE
Associate Systems Engineering Professional certification—making him one of
fewer than 50 individuals with the ASEP designation in the United States.
For his DoD client, Jonathan facilitated the DoD Anti-Tamper Integrated Process
Team and served as the Government Technical Task Lead for a Systems Engineering
Research Center Technical Task Order on system security engineering. His
support has included (1) acquisition security policy analysis and
visualization, (2) database development (one to track
issues/recommendations/action in software engineering, another to track
systemic analysis findings of acquisition programs), and (3) presentation
content and graphic design. He drafted policy language for inclusion in the
Defense Acquisition Guide and DoD Issuances, and he developed training
materials to assist acquisition programs with meeting new acquisition security
requirements.

Jonathan’s work products ultimately help create interoperability among defense
forces. HPTi is working with builders and designers from multiple contractors—
each developing systems for different branches of the military—to agree upon
standard guidelines for all DoD systems. Systems engineering discipline,
systems architecture, use of IT standards, program management, and no small
amount of diplomacy are enabling HPTi to successfully conduct the necessary
reviews and facilitation that will result in successful DoD systems
interoperability. This program provides a significant contribution as the
United States maintains its status as the world's most effective military
force, and Jonathan’s contributions to his client in developing the right tools
are vital to its success.

Jonathan Goodnight graduated from the University of Virginia in May 2008 with a
B.S. in Systems Engineering. He joined High Performance Technologies, Inc., in
June 2008 and was named the firm’s Employee of the Year in 2009. He currently
supports the Systems Engineering Directorate in the Department of Defense and
will receive his Master’s degree in Systems Engineering from the University of
Virginia in May 2010. Jonathan has consistently excelled in the areas of
technical execution, corporate citizenship, and professional growth and
development.
