Description & Values:
The Federal eNOC Platform is the first national digital project in the UAE developed to unify and simplify the process of issuing NOCs (Clearance Certificates) for buildings and Infrastructure Projects and manage NOCs for construction projects by digitizing all processes and procedures and connecting all related entities to work under a unified federal system. It was officially launched in September 2019.
The federal eNOC portal is Winner Project of Seamless Award for the best digital government experience in 2020.
It was implemented by the Ministry of Energy and Infrastructure in just 100 calendar days under the supervision of Government Accelerators Office, which is affiliated to Prime Minister's Office in UAE.
The main purpose of this project is to have a centralized system that connects the government agencies in the UAE that own the utility and infrastructure assets in the country and make it easier and faster for users to access and use all the NOCs services of the government agencies through a single platform.
This project was implemented through a partnership with 43 members representing 27 government agencies from across the UAE.
Prior to the implementation of the federal eNOC platform, the Ministry of Energy and Infrastructure faced a challenge in the execution of construction and infrastructure projects, namely the delay in project completion due to the delay in issuing no-objection certificates, which must be obtained from the relevant government agencies in the country during all phases of the project (planning, design, execution). Therefore, the Ministry of Energy and Infrastructure has implemented this transformative and strategic project at the national level with the aim of reducing the time required to issue clearance certificates for construction projects to a maximum of 14 working days, whereas previously it took several months to obtain a clearance certificate.
Innovation & Achievements:
Developing a unified and integrated electronic application form so that only one electronic application is filled out and sent to all government authorities in the emirate at the same time (One to Multi Processing). Also the user can request for multiple NOCs services from the same authority and through the same application, with ability to upload all the documents and drawings of all types online which saves the applicants and government authorities a lot of time and effort and avoids repetition.
It’s a central unified system that links 27 government authorities in UAE so that the users can reach all the NOC services of all government authorities from one unified platform. It becomes single windows to access, and processing, monitoring, controlling, reporting of all NOC related transactions of government authorities.
The federal eNOC system is integrated with the other local NOC systems of the other entities in order to track and gather all NOCs of MOEI in one platform.
Integration with the databases of contractors and consultants registered with MOEI and integration with Ministry of Economy in order to check the validity of the trade licenses and automatically retrieve all the information of the contractors and consultants from the database and fills it out in the form, which reduces the steps, saves time & efforts and ensures data efficiency & confidentiality and avoids no abuses.
Impact:
There is a positive impact for government agencies (NOC providers) which has led to a reduction in workload, reduction in paper consumption and an increase in productivity, saving resources such as printers, paper and document storage rooms as all transactions have been digitized.
There is also a positive impact for beneficiaries as they receive services much faster than before (within 14 days) and without having to visit the concerned authorities as each visit costs time, money, and effort.
All customers are served with high level of professionalism, transparency, and credibility, as reflected in customer satisfaction indicators via NOC's platform.
