    DHA introduced a digitized health performance assessment framework adapting international best practices. The framework is marked as the first city-level health assessment framework to receive a global recognition from (OECD). This facilitated international benchmarking with health systems positioning Dubai Emirate on the world map of pioneering health sectors worldwide.

    Dubai Health System Performance Assessment Framework is used to develop performance contracts of DHA business units, monitoring their contribution towards strategic priorities for DHA and Dubai Government which had a tangible impact on the measurement, reporting and performance of the health sector in the Emirate with clear contributions towards the United Nations’ SDGs.

    Until 2018, DHA had no operating platform for health performance assessment and no means to ensure the alignment between the assessment of the strategic with the operational performances. The traditional approach in assessing the performance in DHA was by using excel sheets and manual analysis and reporting.

    DHA is not only responsible for healthcare provision but also accountable for public health, health regulations, insurance and investment promotion within Dubai. These multiversity responsibilities create great challenge in the integrated governance and generates the urgency of establishing a unified robust platform to assess Dubai wide health performance.

    During 2020, a formal agreement was established between DHA and OECD towards the development of an internationally recognized Health System Performance Assessment (HSPA) Framework with global benchmarking and appropriate health care quality and outcomes indicators, in four phases:

    I. The development of an integrated health assessment framework for Dubai.

    A draft framework was developed and presented by DHA and reviewed by the OECD.

    II. Assessment of the health data infrastructure.

    An assessment of the existing health data infrastructure in Dubai was carried out.

    III. Indicators

    Once the framework had been drafted by the DHA, it was explored how the framework can be further populated by different sets of indicators.

    IV. Analyses and Reporting

    The resulting framework populated with indicators had been further finalized and discussed.

    The assessment framework succeeded in achieving its goals:

    •Develop an agile globally- recognized framework: where the Dubai Health assessment framework is the only city-level framework recognized by OECD around the world.

    •Ensure integrity of data. This was achieved via a 100% electronic system.

    •Selection of comprehensive indicators that enable organizational governance: Done through Inclusion of 100% of business units and the review of framework run by international OECD experts.

    •Align strategic and operational performance governance: Achieved through integrating 100% of strategic and operational indicators into system.

    •User-friendly electronic platform: System achieved 95% end-user satisfaction.

    •Fulfill stakeholders’ needs internally and externally. This was accomplished via100 % real time performance data availability and 98% stakeholders’ happiness.

    Through enhanced performance management governance, DHA was able to dramatically elevate its performance pertaining to Dubai plan programs. With the dedicated dashboards mirroring DHA’s performance pertaining to the country vision (National Agenda) and the Emirate Level (Dubai Plan), all DHA employees were able to link their day-to-day job with the Emirate Vision, where employees happiness about electronic tools & services to support their day to day job reached 84.3 % in 2021 and clarity about individuals’ role towards Dubai plan reached %83. With introducing the SDGs dashboard on the system to measure DHA’s contribution to UAE’s SDGs profile, DHA could prioritize SDG supporting projects such as insurance programs to elevate % of population covered by health insurance and health policies to support Under-five mortality rates marking a steady improvement throughout past years. Through the future foresight portfolio on the system, DHA was able to keep track on its future foresight efforts and integrate the outcomes thereof into strategic decision-making.
