Abu Dhabi Fund for Development (ADFD) is one of the UAE’s leading financial institutions. It was established in 1971 to provide financing for infrastructure projects in developing countries, which would bolster their economy while enabling them to fulfil their sustainable-development agenda.
ADFD provides concessional loans and manages government grants for sustainable infrastructure projects to drive socioeconomic development in developing countries.
ADFD finances strategic infrastructure projects in (+100) countries across Africa; Central, South and North Asia; Europe; Latin America; and the Middle East.

Development funding is one of ADFD'S main activities that contribute to achieving sustainable economic and social development in developing countries. It includes:

Supporting the national economy is a top priority in ADFD'S strategy and operational objectives. The Fund enhances the competitiveness of the national economy and sustains its growth by providing funding to national private sector companies and promoting UAE exports.

The Fund's investments are a major part of its operational activities that contribute to enhancing the economic development of the UAE and partner countries. They also create promising opportunities to improve the quality of life.
ADFD's Development Sectors and SDGs
ADFD's development funding seeks to support the national priorities of beneficiary countries, bolster sustainable economic development, improve standards of living and drive the implementation of the United Nations' Sustainable Development Goals (SDGs).
SDG 2: Zero Hunger
- ADFD has contributed AED6.7 billion towards financing 58 agriculture projects in 25 countries around the world.
SDG 3: Good Health and Well-being
- ADFD has contributed to financing 55 health projects valued at AED6 billion.
SDG 4: Quality Education
- ADFD has contributed to financing 56 education projects valued at AED5 billion.
SDG 6: Clean Water and Sanitation
- ADFD has funded 107 projects in the water and electricity sector, to date that are valued at AED7.8 billion. The Fund has financed the construction of 63 dams and managed the implementation of 30 drinking water and irrigation networks. Having contributed to the development and reclamation of vast areas of agricultural land, its strategic water and electricity projects have also helped enhance food security in the beneficiary countries.
SDG 7: Affordable and Clean Energy
- ADFD has funded 70 development projects in the renewable energy sector globally worth AED4.4 billion that have brought online about 2,584 MW of renewable energy capacity.
- ADFD has forged innovative partnerships in the renewable energy sector. These strategic initiatives include the seven-cycle AED1.285 billion.
SDG 9: Industry, Innovation and Infrastructure
- ADFD has contributed to the financing of 43 strategic industry and mining projects that are valued at AED5 billion.
SDG 11: Sustainable Cities and Communities
- ADFD has funded 47 housing projects at a total value of AED7.8 billion.
- ADFD has contributed to financing 95 strategic transportation projects valued at about AED14 billion.
