We are serving the Eastern Province and receiving complex referrals and complex cases from other hospital such as Airbase and Naval base and all of the primary healthcare centers that serves the ministry of defense in the Eastern Province.

    The establishment of the Efficiency Unit marks a groundbreaking initiative aimed at minimizing resource wastage within our hospital system. This wastage extends beyond mere financial considerations to encompass critical operational aspects such as Operating Room (OR) utilization, Outpatient Department (OPD) appointment management, and optimization of bed availability. The most important and fundamental premise behind the creation of this unit was that consolidating the three primary services offered by the government hospital under a unified and organized administration would enhance coordination, focus and eliminate inefficiencies in time and resources utilization.

    Since its inception, the Efficiency Unit has delivered a remarkable results. We have successfully increased our weekly surgical cases from approximately 80 to over 110, utilizing the same resources and operating rooms without incurring additional costs. Through the strategic implementation of day-case surgeries and enhanced case management protocols, we have significantly expanded our effective bed capacity. Consequently, the rate of case cancellations due to bed unavailability has decreased dramatically over the past eleven months—from a previous rate of 10–15% of planned elective admissions to virtually zero.

    In the OPD sector, we have implemented several strategic improvements to enhance appointment availability in specialty clinics. These enhancements include optimized utilization patterns, redistribution of OPD slots, updated clinic profiles, the introduction of evening clinics, and rigorous monitoring of appointment availability. Our key performance indicator, the Third Available Appointment metric, has shown significant improvement, decreasing from 39 days to consistently remaining below our target of 14 days for the past year.

    The Efficiency Unit maintains substantial involvement in daily hospital operations. With strong support from hospital administration, our team has been empowered to implement necessary policy changes when justified. We continuously monitor key performance indicators and address operational challenges as they arise, ensuring sustained improvement in service delivery. This proactive approach allows us to adapt quickly to evolving needs and maintain high standards of patient care.

    A cornerstone of our waste reduction strategy has been the creation of the Operating Room Waiting List Management Team. This specialized team ensures that all scheduled patients are thoroughly prepared for their procedures, with pre-operative evaluations and optimizations completed on an outpatient basis, eliminating unnecessary inpatient stays. The team coordinates OR slot allocation and bed availability, significantly reducing wasteful admission days and optimizing OPD slot utilization.

    One of the most significant advantages of this system is the development of personalized patient relationships. Each patient is assigned two dedicated hospital representatives who oversee their care from pre-surgery through post-operative follow-up, ensuring continuity of care and prompt resolution of any issues that may arise. This level of personalized service is particularly noteworthy in a government hospital setting, where patient navigation challenges have historically been common.

    The Efficiency Unit has transformed the hospital environment into a more patient-centric facility, with a dedicated office that actively advocates for patient needs and expeditiously resolves challenges. This approach has significantly enhanced patient satisfaction and overall healthcare delivery efficiency. To our knowledge, this comprehensive approach to resource optimization through a dedicated efficiency unit represents the first initiative of its kind in hospital administration and in the Eastern Province. Recognizing the innovative strides made by the Efficiency Unit, we are proud to submit this initiative for consideration for the Stevie Award.

    In conclusion, the success of this program demonstrates the potential for significant improvements in healthcare delivery through strategic organizational restructuring and focused resource management. Our experience suggests that similar units could be successfully implemented in other healthcare facilities, potentially revolutionizing hospital resource utilization across the healthcare sector. The Efficiency Unit stands as a testament to what can be achieved through visionary leadership, strategic planning, and a relentless focus on efficiency and patient care. Recognition from the Stevie Award would not only honor our team’s hard work but also to inspire others.
