Right after Mayor Jung Chan Min was appointed on July 1st, 2014, what awaited him was about $700 million (KRW 748.8 billion) of debt and the resulting grim office atmosphere
The mayor had to get rid of the stigma of “a city struggling with debt” as his first task. City hall employees even gave up their annual salary rise, doing their best to repay the liability together with citizens. We dedicated administrative resources to normalizing our light rail and Yeokbuk district development project, two main culprits of the financial hardships. We paid off a total debt of about $700 million (KRW 748.8 billion) 2 years earlier than we planned.
Highly Efficiency, Low Cost Administration
The mayor ordered all the employees to maximize administrative efficiency using the lowest cost to resolve the financial difficulties. Against this backdrop, free parking lots and more streamlined traffic systems have been highly acclaimed by citizens. Yongin was once blamed for its luxurious building. But, we opened the city hall square to be utilized as a water park in summer and snow sleigh park in winter. Also, many cultural events and performances are held for citizens on a grass square all the year round.
Yongin has made great efforts to attract more companies to secure future growth engines and build one million metropolitan city with economic self-sufficiency. As a result, 23 industrial complexes are being constructed even though we didn’t have any of them at first. A long-delayed industrial complex and a university hospital started to be built, laying the foundation for a self- sufficient city. In addition, we’ve seen more and more foreign capital flowing in, and companies which transferred to another region coming back to Yongin
It turned out that these achievements generated a total of about $4.03 billion (KRW 4.515 trillion) in investment attraction, 62,400 jobs as direct employment and about $15.7 billion (KRW 17.6061 trillion) of direct economic benefits. As a result, Yongin was awarded with Best Presidential Prize and Minister Prize in regulatory reforms for 2 years in a row in 2015 and 2016. That means Yongin is recognized as a company-friendly and No. 1 licensing city.
Yongin recognized the citizens’ safety as the most essential value in life, building a variety of infrastructures and systems for citizens’ safety such as an escorting service to home at night for females, more surveillance cameras, and an academy for safety education. As a result, Yongin was recognized as the safest city across the nation in 2015 from Ministry of Public Safety and Security. Not only that, we were selected as the excellent institution in disaster management in 2017, maintaining the safe city title in the 3 consecutive years.
Unique and Creative City Brand Image
‘Prenatal Education City’ is Yongin’s project to build a city where people respect and care for each other. A variety of policies for prenatal education are attracting positive responses from citizens. Under the slogan of ‘Special City for Moms’, Yongin is running policies for women such as a female soccer team, supporting programs for female employment and business, forging our own unique city brand image.
Establish Identity and Innovate Public Office Culture
Other accomplishments were bold changes and reforms. We waged an ‘original name of places search campaign’ to establish identity and restore self-esteem. We also came up with and spread our own unique ‘micro donation campaign’. We broke some authoritarian public office culture and changed ways of working through work innovation such as installing a standing table for signature.
2017 is a new turning point for Yongin.
