Each year, temporary workers represent a larger portion of the global workforce.  In the U.S., it is estimated that nearly 25% of our labor force consists of indirect workers.  DCR enables companies to effectively build a highly productive workforce – bringing together regular employees with all types of temporary workers, including agency contractors, freelancers and project teams working under Statement of Work agreements. 

Companies traditionally have used a Vendor Management System (VMS) to manage staffing agencies and the contractors they provide.  While staffing agencies provide a hassle free, low risk approach to using indirect workers, they often fail to find workers with specialized skills.  Recognizing the growing need of many clients to find new sources of talent, DCR set out to combine the sourcing reach and high level of engagement offered by social networking with the high standards for candidate screening of the staffing agencies.

The modular, cloud-based architecture for DCR’s VMS product, Smart Track, provides the foundation for a talent management system that offers clients pre-screened talent communities ready when needed. 

Smart Track Social VMS simultaneously distributes job orders to career sites, internal networks, staffing partners and public social networks such as LinkedIn, Facebook and Twitter. Clients can “follow” a candidate who is on assignment elsewhere, being notified when the individual will be available.  When companies select candidates sourced through social networking sites, and the worker is payrolled through a staffing agency, allowing clients to benefit from lower bill rates due to diminished recruiting costs.  Candidate matching, screening, onboarding and payroll administration is all managed through Smart Track. 

In addition to a broader set of qualified candidates, Smart Track Social VMS also incorporates a wide array of electronic conferencing, coordination and project management tools, increasing collaboration and knowledge-sharing with workers.

DCR’s Smart Track Crowd VMS module uses crowdsourcing techniques to provide clients with a global talent pool that has completed all pre-hire screening and onboarding processes.  Crowd VMS integrates seamlessly with the Smart Track’s Projects Module, allowing clients to partition complex projects into manageable components, source the best talent for each, and then integrate the project back together.

These innovative new applications are being used by clients in a number of ways:

•DCR has established a Smart Track portal for a region suffering from high unemployment.  Local companies have expanded their recruiting reach, while the public has greater access to local job opportunities.
•Smart Track Alumni Management taps into former employees or contractors, retirees, and interns.  Using a self-service portal, alumni can update their profiles and status, and be automatically considered for positions when they become available.
• Smart Track uWorks provides a portal for high-caliber students pursuing internships, work-study positions, and contingent employment with leading companies.
•DCR is preparing to launch a Veterans’ Alumni Portal, the first of its kind in the industry, to provide more opportunities for veterans.  The Veterans’ Alumni Portal will enable military personnel to establish a personal profile describing capabilities, interests and availability. The portal will serve as a collaborative platform for leading companies and staffing agencies to engage with our veterans.

Smart Track development efforts are overseen by Ammu Warrier, DCR’s President, and Naveen Dua, DCR’s CEO.  Ammu and Naveen both hold Master’s Degrees in Electrical Engineering and experience as engineers and technical consultants. In 1995, leveraging their engineering backgrounds, they co-founded DCR Workforce as a technology consulting firm.  Recognizing a need for better applications to help companies manage their temporary workers, they developed Smart Track.  They initially focused on the complex work schedules, stringent government employment regulations, large volumes of suppliers and work locations, and decentralized operating units common to manufacturing companies. Over time, they expanded beyond manufacturing with sector-specific solutions for leading industries.
